Pre-qualification

A Procuring Entity (PE) sought guidance as follows:

1. Whether section 1.3.4 and 1.3.4.1 of the Government of Jamaica’s Handbook of Public Sector Procurement Procedures (“Handbook”) are still applicable to the pre-qualification process; and

2. it is necessary for procuring entities to pre-qualify bidders for the procurement of goods with an estimated value of J$400 million dollars or if pre-qualification is at the discretion of procuring entities.
